Among the many overlooked corners of the U.S. government is the Popcorn Board. Created by a 1996 law and supervised by the Agricultural Marketing Service, the board consists of nine popcorn processors who each process at least 4 million pounds of popcorn a year. The board receives $300,000 annually from USDA’s Foreign Agricultural Service.
