It’s Time to Close West Point: Thomas E. Ricks

ROTC as good as military academies

The best way to save money and improve the caliber of officers in the U.S. military would be to shut down the training academies for the Army, Navy, and Air Force, argues Thomas E. Ricks, a senior fellow at the Center for a New American Security, who has written extensively about America’s defense, including in his most recent book, The Gamble: General David Petraeus and the American Military Adventure in Iraq. The problem with places like West Point and Annapolis, Ricks says, is they’re not cost-effective when comparing the price of educating a cadet at these academies versus the quality schooling other officers receive through ROTC programs at universities. It costs the Defense Department $300,000 per West Point graduate compared to $130,000 for ROTC students, and many commanders have told Ricks that they prefer officers who come out of ROTC programs “because they tend to be better educated and less cynical about the military.”

 
Too often the cadets at West Point are “getting community-college educations” because many instructors at the vaunted academy do not have doctorate degrees. “Why not send young people to more rigorous institutions on full scholarships, and then, upon graduation, give them a military education at a short-term military school?” asks Ricks. He points to the fact that three of the last six chairmen of the Joint Chiefs of Staff came from the ranks of the ROTC, demonstrating the quality education and preparation young officers can get from attending universities alongside “future doctors, judges, teachers, executives, mayors and members of Congress” who can challenge assumptions, instead of relying on academies that reinforce biases.

West Point is: U.S. News and World Report - #14 Best Liberal Arts College and #1 Best Public Liberal Arts College Forbes - #6 Best College and #1 Best Public College The other two academies follow close behind these figures.

Spend five minutes at any of our nation's service academies, and you will discover that Mr. Ricks' "community-college education" classification is grossly incorrect. Unlike Mr. Ricks, however, I don't have to support my claims with purely anecdotal evidence. My next comment will be the figures.

I guess Mr. Ricks didn't completely research Dave Petreaus's back ground when he ended the article with "Just ask Dave Petreaus, a Harvard PhD." Dave is also a 1995 graduate of the Army War College and a 1974 graduate of West Point. Kemp Littlefield
