While homosexuals in the United States and some European countries continue to fight for the right to marry, some heterosexual couples want only to be in a civil union and have no interest in marriage.

In France, 95% of couples joining in that’s country’s version of civil unions (pacte civil de solidarité) are heterosexual.

In Austria, Helga Ratzenboeck and Martin Seydl are suing the government to obtain a “registered partnership” because they don’t want a traditional marriage. They argue that the partnerships, created for gays and lesbians, should be available to everyone.

Same-sex marriages in Europe are legal only in Belgium, the Netherlands, Spain, Sweden and Norway.

Iam presently living in France and it is obvious that you do not know the law here or the culture. First of all It is requiremnt for all Frenchmen and women to marry civily before marrying in a church. this is the law here and one cannot marry without first marrying in a civil ceremony. Do your homework!
