VA Office Gave Bonuses While Disability Claims Piled Up

“Absurd” is not a word often found amid the dry accounting investigations performed by inspectors general of the federal government. But the IG for the Department of Veterans Affairs couldn’t help but use the word, and others like “nepotism,” to describe the bonuses and other questionable decisions made by VA officials in the Office of Information and Technology while the VA continues to fall behind in processing disability claims for America’s veterans.

 
The new report found VA leaders gave out millions of dollars in bonuses over a two-year period (2007-2008), and it included this comment: “The frequent and large dollar amount awards given to employees were unusual and often absurd.” Examples cited included bonuses ranging from $58,000 to $73,000 to high-level executives whose work did not justify the extra compensation. In another instance, a new employee who had been with the VA less than three months was given a $4,500 “performance award” for work so forgettable that her manager couldn’t even recall who she was.
 
The report highlighted the case of Jennifer S. Duncan, an executive assistant (now retired) in the Office of Information and Technology, who approved numerous bonuses and “acted as if she was given a blank checkbook to write unlimited monetary awards,” according to the report. Duncan also received more than $60,000 in bonuses during the two years in question, and funneled VA work to a relative.

This is not surprising considering what the VA does on a local level. At the Reno VA Hospital for example in 2002-(first half of) 2003 they had 1 doctor in the Reno Eye Clinic. She had a list of over 3,000 vets that needed appointments for a regular eye exam or other services that as the only doctor she couldn't handle, and for some reason couldn't refer out. About 2 months before she left to go into private practice the staff in the eye clinic was reassigned to a nurse for supervision. For over 3 months no one at the eye clinic was responsible for answering the phone. The nurse that was put in charge of the eye clinic was given a bonus for "streamlineing" the VA Eye Clinic...and getting rid of the list of vets that needed eye treatment. She got rid of it by throwing it in the trash. No vet on that list was seen as a reference to the list. About 30 days before the only doctor in the clinic lefte they hired an optometrist (not at DOCTOR) to run the facility. The optometrist was making not only management decisions but MEDICAL decisions. Probably in violation of the law. I lost almost 80% of my vision in one eye because of her bad judgement, and lack of medical qualifications.
