District security director Richard Payne said he decided to spend more than $12,000 on the Bushmaster brand rifles for the district's eight armed officers. Payne said he made the decision to buy assault rifles himself and the school board has not discussed it. The superintendent approved the purchase after lengthy discussion. The reason: Under a New York law dating to the late 1800s, independent voters would have had to register last October in order to cast a vote in the primary. Some Bernie Sanders supporters suggested such rules were a way for party leaders to hamstring insurgents like the Vermont senator. This police tactic raises troubling questions about the fairness and effectiveness of how the NYPD uses undercover officers. They neither arrested nor pursued the dealers who sold the drugs to the addicts. Instead, they waited for the addict to return with the drugs before swooping in. Jurors have questioned why police and prosecutors so aggressively pursue troubled addicts. While use of the drug did not increase significantly among children, it did jump among adults. Relying on data from the national drug use survey, Colorado reported that nearly a third of Coloradans 18 to 25 in 2014 had used pot in the last 30 days, a rise of about 5 percent from the year before recreational pot was legalized. The survey showed a similar spike in adults over 26. Past 30-day marijuana use went from 7.6 percent in 2012 to 12.4 percent in 2014.   read more

Regulators have given five of the biggest U.S. banks failing grades for the strategies they would deploy if they tumbled into bankruptcy. The big banks have been working on their plans for four years. The regulators already put them on notice in mid-2014 that they had to correct serious deficiencies. The mistake could prevent people from casting votes in the June 7 presidential primary, considered California's most competitive in recent years. University at Buffalo spokesman John DellaContrada says the mistaken email was sent Wednesday to students whose applications hadn't been fully reviewed. He says the university sent a second email about three to four hours later notifying the students of the gaffe and apologizing for it. A California school district refused to include scholarship offers from two atheist groups in the lists they distribute to students, the groups claim in court. Both say the district and Palmdale High refused to make their scholarship offers available to students. The high school does, however, announce a scholarship named after L. Ron Hubbard, founder of Scientology. The refusal suppresses speech and denies equal access to the school's scholarship distribution system, said the complaint.   read more
